Primary Authority Partnership with Hertfordshire Trading

Primary Authority (PA):

Our UK Primary Authority Partnership (PA) is with Hertfordshire Trading Standards. This PA is active in standards development and other areas within the UK furniture industry. We find that a partnership with an PA with active engagement will benefit this coordinated partnership.

The UK Primary Authority scheme is a government-backed regulatory partnership established under the Regulatory Enforcement and Sanctions Act 2008. It allows businesses operating across more than one local authority area to form a legally recognised partnership with a single “Primary Authority.”

This Primary Authority provides consistent regulatory guidance and support in areas such as:

  • Trading standards

  • Environmental health

  • Product and Fire safety

  • Licensing

  • Health and safety

The aim is to create a more consistent, efficient, and collaborative approach to regulation across the UK.

Key benefits of a Primary Authority scheme:

  • Provides one main regulatory contact for national businesses under this scheme

  • Creates consistency across multiple local authority areas

  • Reduces conflicting interpretations of legislation

  • Simplifies compliance management

  • Improves relationships between regulators and businesses

  • Supports business growth and expansion

  • Reduces unnecessary inspections and duplication

  • Encourages better compliance standards

  • Helps businesses manage regulatory risk

  • Promotes efficient and proportionate enforcement
